  11. SUBJECT: MGT - Comfort is a Radio Officer
  12.  
  13.      Recently, a civil defense director appointed the county's
  14. first RACES Radio Officer. Addressing a local group of hams, he told
  15. of his great comfort in having a Radio Officer to whom he could
  16. turn to for communications in time of need.
  17.      Previously, he'd thought a communications reserve, such as
  18. RACES and a Radio Officer, were not necessary or important. After
  19. a couple of "it can't happen here" experiences that presented the
  20. possibility that he might lose all local government
  21. communications with no backup, he changed his perspective to one
  22. of being highly supportive of a RACES program. His overall
  23. summary was: "I don't know WHO I need or WHAT I need to
  24. accomplish a solution in such events. With the Radio Officer I
  25. have the one person to go to in order to solve that situation."
  26.      To this we add that the Radio Officer is also the sparkplug
  27. that keeps the interest going in the area; not necessarily by his
  28. or her own actions, but through the people selected for key
  29. positions on the Radio Officer's staff.
  30.      In recent California statewide exercises, participation and
  31. mutual aid interest increased where Region Radio Officers made
  32. personal contacts with the county RACES Radio Officers, the
  33. county Emergency Coordinators, and the Department of Forestry
  34. Volunteers-in-Prevention ham radio coordinators in their State
  35. OES Region. A similar increase in interest most likely can apply
  36. on a local level as well. Your sincere interest and providing
  37. something important to do invites increased participation. This,
  38. in turn, tests hands-on-operations abilities and improves
  39. readiness for unexpected stress-creating emergencies.
